After Zambian referee Janny Sikazwe halted the game a minute early, Carthage Eagles coach Mondher Kebaier and his technical crew came onto the field to confront him.
Tournament organizers ordered the game to be completed after a post-match news conference had begun.
Tunisia, on the other hand, did not return to the field, and Mali was proclaimed the winner.
